Section 8.24
Subd. 1. DUTY OF PROPERTY OWNERS AND OCCUPANT TO MAINTAIN PUBLIC OR PRIVATE PROPERTY. No property owner or occupant shall permit noxious weeds and other rank growths of vegetation to grow on any property to a height of more than six (6) inches or lesser height at which said vegetation may bloom and produce pollen and seeds.
Subd. 2. NOTICE, COLLECTION AND ASSESSMENTS. If upon five (5) days written notice of violation of Subd. 1 to the property owner and/or occupant, said person fails to do the work of weed elimination, the City Administrator may order cleaning, grading, mowing or other maintenance on said property. The City may then proceed to collect when due the unpaid special charges from the property owner or occupant before making a special assessment as authorized by Minnesota Statutes, Section 429.101.
Subd. 3. RECORD. The City Administrator shall keep a record of the costs of abatements done under this Section for which assessments are to be made stating and certifying the description of land, lots, parcels involved and the amounts charged to each.
